PRESENTATION OF COMPETITION

Announcement of International Competition for the object “New Municipality Building” will be made by Directorate of Territorial Planning, General Directorate of Territorial Planning and Development in the Municipality of Tirana, regarding implementation of procedures envisaged by local regulations based on implementation of General Local Plan, in compliance with legal framework about territorial planning, organization of competitions open to development, envisaged in territorial and substantial jurisdiction of Tirana Municipality.

OBJECTIVE

Construction of an all-inclusive building for all subordinated structures of Tirana Municipality for improvement of public services offered in the administrative territory of Tirana Municipality. The architectonic draft-proposal must be creative and innovating in functional and technical solutions, shall respect respective urban context and Albanian legislation in force for design and construction of public objects.

MANIFESTO

With the organization of an international competition, Municipality of Tirana aims to enrich architectonic and urban values, translating need for new spaces and institutional coordination into a powerful institutional, cultural, social and recreation center, where civic inter-action will be encouraged and promoted in a new space, which reflects the feeling of new relations between the administration and citizen and between institutions and public, or even between public and demands, goals or their needs.

This project is part of an overall vision for transformation of the center of capital and philosophy of functioning and improvement of relations between public and private parties, in order to enable improvement of life conditions, physical and geographical relation between the house, work, institution, culture and recreation. Such a new relation is created and held with the help of a significant transformation project of urban center of the capital in extension of Central Boulevard of Tirana toward the northern part of the city, aiming to positively and forever transform the city. The new zone affected by projects consists of a great potential for urban requalification, through a new urban development language with new institutional spaces, cultural, social and recreation services.

In this respect, encouragement for completion of a new institutional center of Tirana Municipality at the new axis of Tirana Boulevard, it is not only a calls for creation of contemporary venues for a public administration, which is strongly calling the new voice of social and cultural inter-action between the institution and public, but it is also a call for an ever-lasting urban transformation of the capital.

PROCEDURES & PROGRAM OF THE COMPETITION

1. Local and foreign studios with a notable experience in the field of architecture, urban design or even planning.
2. Studios must be registered or recognized by an official accreditation body in the country of applicants’s origin, or if the recognition or registration is not applicable by law, then the applicant must be member of a professional institution in the country of origin.
3. All applicants shall provide testimony of the validity of their professional registration, recognition or membership in the Declaration of the Team Composition.
4. Each team shall include in its team at least: one architect, landscape architect, civil engineer and a quantity surveyour. All members of the team shall be identified in the Declaration of Team Composition.

APPLICATION DOCUMENTS

Participants in the competition shall submit the following documents according to respective phases:

* During compilation of draft-idea, organization of functional venues of the ensemble shall include specific needs for offices and services spaces, which must at least meet requirements of Annex 1, attached to this Design Task.

REQUIREMENTS FOR DRAFT - IDEA

Structure or institutional ensemble must accommodate about 1200 employees of central administration divided into respective directorates and sectors, in compliance with organizational chart of Tirana Municipality and must meet the minimal condition of working space per employee, including all necessary venues of work, logistics, halls, corridors and receptions, as well as sanitary facilities.

The designer shall use design standards determined by national institutions for administrative buildings (if any), as well as shall refer to NUEFERT standards for the design of administrative buildings.

– Project shall include the building and a recreation space in its surroundings.
– The new building shall have all the necessary administrative venues (working premises, including meeting rooms, printing/photocopying/scanning space and recreation rooms), necessary halls for press conferences, meetings, reception social and cultural events, archive, library, etc. (refer to annex no. 1 for specific details of its functioning)
– The new proposed object shall consist of a Zero Emissions Building

* The submitted texts and images shall be used for illustration on the official website of the competition and Tirana Municipality.
* Applicants are welcomed to include any material and additional considered valid or required to explain the design task for each of the above-mentioned points of presentation.

EVALUATION CRITERIA

Jury will focus on the following initial qualification criteria to choose the applicants that will be assessed during the first phase:
• Clarity and completion of required documents in Phase 1
• Professional composition of the team (architect, landscape architect, civil engineer, expert of cultural heritage)
• Portfolios of studies participating in the competition
• Clarity and efficiency of the proposed methodology
• Relation of the presented vision with solution of problematics determined in the competition

ASSESSMENT CRITERIA

Jury shall assess applications of Phase 2 based on following criteria:
• Creativity
• Originalityy of draft-idea
• Connection and impact of proposal in relation to the context
• Harmonization of proposed project to required functions
• High implementation factor
• Cost-impact ration (low cost, great impact)

FINAL PRODUCT

All selected teams of Phase 1 will present their work before the Jury. The competition will end with selection of best team, which can be engaged in the post-competition process.
Winning team shall be engaged in the next phase, which consist of preparation of tender documents for completion of new building of Tirana Municipality.
Post-competition process shall be defined through a negotiation process between winning team and client.
